5. Commissoners Report
a.Chairperson’s request regarding liability issues.
Parviz Mokhtari, City Engineer, explained the liability issues based on City Attorney’s opinion

Staff presented a copy of the City Council retreat and summarized relevant information.
6. Old Business
a. Laureola Homeowners Association request.
Parviz Mokhtari, City Engineer, presented a report prepared by Hexagon Transportation Consultant recommending that due to limited sight distance, stop signs should be installed on Cherry Street, Montgomery Street and Hall Street at the intersection of Bayport Avenue.
The Traffic and Transportation Commission, unanimously, recommended that the City Council authorize installation of stop signs at the three intersections.
b. Parking Ordinance Update
Elizabeth Cullinan, Planning Director, presented the enhanced public outreach conducted since the January 18, 2006 Traffic and Transportation Commission meeting, and summarized the proposed changes.
Steve Mattas, 2246 Carmelita, expressed concern with parking lifts in and adjacent to single family residential areas and potential increases in density associated with allowing parking lifts.
Libby, Cherry Street, expressed concerns with parking adequacy, interest in an expanded three hour parking limit in public areas, and increased permit parking opportunities.
Jim Melcher, 796 El Camino Real, expressed opposition to relaxing parking standards in the downtown area.
Kevin Clay, 123 Lyndhurst, expressed opposition to relaxing parking standards in the downtown area.
Sam Hertzberg, 996 Sylvan, expressed support for the proposed changes in relation to the allowance for garage conversions into living space.
Kristen Wellsher, of YAC, expressed concern with traffic conditions at CentralMiddle School.
Chair Mansfield questioned whether or not Cal Train would be limiting their scheduled stops in the future and how that might impact Transit Oriented Development. Staff responded that they were not aware of any formal decisions at this point.
Commissioner Mehta expressed support for requiring pedestrian pathways in parking lots for enhanced safety.
Commissioner Spagnoli expressed support for enclosed parking lifts.
Commissioner Feledy questioned how parking lifts might impact density, and expressed interest in preserving neighborhoods by requiring a Conditional Use Permit for parking exceptions.
The Traffic and Transportation Commission unanimously voted to recommend Planning Commission and City Council approval of the proposed changes.
