3. CHANGES TO THE ORDER OF AGENDA
None
4. APPROVAL OF MINUTES
Deferred to the next meeting as there was not a majority of Commissioners in attendance to approve the minutes.
5. COMMISSONERS REPORT
Chairperson Spagnoli reported discussing the PAMF project with Rene Callos on
November 6. 2006.He also met with Randy Royce of the Planning Commission and
provided copies of an e-mail from Randy Royce he had received.
6. NEW BUSINESS
a) Approve or Disapprove the attached ordinance for establishment of Transportation &
Circulation Commission
Parviz Mokhtari advised of the status of the merger of the T&T Commission with the BPAC and said that if the T&T Commission recommended approval, the City Council could vote on it at the February 12, 2007 meeting, with their decision to affect our March or April meeting. The new language in section (b) was discussed.
The Commission voted to recommend approval of the merger with BPAC 3-0.
b) Review and discussion of the attached Traffic Safety Analysis report for intersection of Wellington and Clifton Avenue
Parviz Mokhtari described of action taken in response to one citizen's complaint of traffic problems regarding Wellington & Clifton. The citizen was notified of this meeting but was unable to attend. A traffic study was conducted that found low traffic volumes, the existence of sight problems, and no accidents in the past 4 years.
The traffic engineer made recommendations to improve signage at the intersection, and these recommendations would be followed.
c) Discussion regarding use of gray or black rock when applying Slurry Seal on the
street’s pavement
Parviz Mokhtari discussed the various aspects of grey rock vs. black rock slurry seal. The use of a slurry seal increases pavement life by 4-5 years. It had never been used in San Carlos until 2006 and with the increase in asphalt prices, slurry seals have now become an economical alternative. Mr. Mokhtari's calls to surrounding municipalities revealed no clear difference in price between the uses of black rock vs. the traditional grey rock. The advantage of black rock over grey is that it looks much better when it ages and it shows road striping much more clearly, thus enhancing safety.
The Commission voted 3-0 to recommend approval of the use of black rock for slurry seals.
7. PUBLIC COMMENT
Richard Gasch of 640 Chestnut expressed his desire to desynchronize the traffic signals along San Carlos Avenue as a means of reducing speeding in front of City Hall, the need for longer traffic signal crossing times going across San Carlos Avenue at Elm and Chestnut to accommodate elderly pedestrians, speeding on Chestnut at Cherry, and other traffic issues. Chairperson Spagnoli advised Mr. Gasch to bring these matters to the attention of staff.
