City Council to Discuss Holly Street Parking Restrictions


The City Council will discuss parking restrictions along Holly Street between Industrial Road and Old County Road at the June 23rd City Council meeting. Recently completed traffic counts showed that an average of 600 or more vehicles consistently passed through the corridor in each direction every hour from 7 a.m. - 6 p.m. throughout the week. To effectively use the two-lane capacity in each direction, staff proposes to change the parking restriction hours in both directions to 7 a.m. - 6 p.m. Monday through Friday. Currently, parking is restricted from 4 p.m. - 6 p.m. (Westbound) and from 7 a.m. - 9 a.m. and 3 p.m. - 6 p.m. (Eastbound). A project to re-stripe Holly Street for two lanes in each direction and add parking tees is part of the City's overall effort to increase vehicle throughput and decrease traffic congestion along the corridor from US-101 to El Camino Real.


The overall effort includes additional restriping at the El Camino Real approach and signal timing updates along the corridor. Restriping at the El Camino Real approach will effectively allow the two lanes on Holly Street to flow directly into two distinct left-turn only lanes under the Caltrain crossing. This will increase the corridor’s left-turn capacity onto El Camino Real and reduce vehicle queuing. In addition, updating the traffic signal timing plans along Holly Street will reduce traffic congestion, travel time delays and the emission of harmful greenhouse gases from idling vehicles.
