The City Has hired Harris Design for the development of the Master Plan. Harris Design was the recommended firm following a formal consultant selection process that included eight firms. Harris Design is a landscape architecture, urban design, and park planning firm that has been responsible for numerous similar park master plans for other California communities.

Working closely with Harris Design are the following firms:

• The Sports Management Group, a leading recreational planning firm with experience in developing Parks and Recreation Master Plans throughout the U.S.
• Noll & Tam Architects, an award-winning architecture firm that specializes in the design of civic buildings and other public spaces
• Strategy Research Associates, an independent market research firm, who will conduct the telephone survey of San Carlos residents.
• Robert Goldman, public finance economist, who will prepare the funding plan.
