| |  Circulation and Scenic Highways ElementCirculation Element Review On August 18, 2004, the City of San Carlos began the process of updating the Circulation Element of the General Plan. The amendment to the Circulation and Scenic Highways Element is consistent with the City's General Plan because it requires adequate infrastructure for growth and creates internal consistency with the Land Use Element.
