Crestview Drive Resurfacing Project

Project Overview
This construction project involves a high-volume section of Crestview Drive that was selected for funding under the federal American Recovery and Reinvestment Act (ARRA) after reviewing reports from the City’s pavement management system and inspecting the street. The rehabilitation of Crestview Drive from Edmond Drive to Melendy Drive is the second infrastructure economic stimulus project in San CarlosCrestview Resurfacing photo

This street was selected because it has a pavement condition index indicating “At-Risk” and “Poor” pavement conditions. Timely pavement rehabilitation will minimize further structural deterioration and avoid costly reconstruction. Crestview Drive is classified as a minor arterial roadway on the federal Road System Maps and will therefore qualify for federal reimbursement.

Striping Redesign
During construction, a suggestion was received from a Crestview Drive resident to make the street safer by redesigning the striping.  The revised design would shrink the travel lanes from 17 feet in width to 12 feet, which is a standard lane width.  This is expected to reduce speeds on the roadway.  This would be accomplished by adding a two-way turn lane in the center of the roadway, which would make it safer for residents to turn left into and out of their driveways.  A number of residents have expressed concern about the appearance of this turn lane, but it is essentially a median island, which is common on major residential streets.  On August 17, 2010, the Transportation and Circulation Commission concurred with the revised design, based on substantial evidence that it would be the safest of the two options.  The City Council will consider this change to the approved plans at their regular meeting on August 23, 2010.  Please refer to the following documents for additional information:
Contract Bidding and Award
The project went out to bid on April 9, 2010. The City received seven competitive bids and the apparent low bidder was G. Bortolotto & Company, Inc. of San Carlos, California at $493,964.50. The City Council awarded the contract to G. Bortolotto & Company, Inc. at their meeting on May 24, 2010. A pre-construction meeting was held on June 10th to discuss the inspection and construction management of the project, including of the contractor’s schedule, traffic control, residents’ notification in regard to impact on street parking and traffic flow and other matters or issues in reference to the project.
