A Study Session

A study session was held at the Transportation and Circulation Commission on 7/21/09, to better understand traffic flow problems and to develop ideasto solve them.  The attached presentation  (1MB) was provided by City staff and the consulting team. Many comments  (26KB)and ideas were received from the public, before, during and after the meeting.  Thank you all to those who participated.  There were many people who expressed concern about the ideas for re-routing traffic to other streets to relieve congestion on Holly Street. City staff and the consulting team will definitely keep these comments in mind as we look for feasible alternatives to address traffic problems with the funding that is available.

Ideas Sought For Improving Traffic Flow at July 21st meeting, Transportation and Circulation Commission

Question:  Where are the funds coming from to fund a project like this?

Answer:  As of 2008, each new development that adds traffic to the streets and intersections of San Carlos is required to pay a traffic mitigation impact fee.  For example, the fee for a new detached single-family dwelling currently is set at $1,127.  The total amount of the traffic impact mitigation fee program is $4.6 million, most of it to come from new commercial and industrial development.

The traffic impact mitigation fees must be used to complete capital improvement projects that will maintain the current level of service on city streets and intersections.  Under state law, revenues from the traffic impact mitigation fees may not be used for any other purpose.

The Transportation and Circulation Commission meeting on 7/21/09 will start looking at alternatives to ensure that this one-time funding is used to best effect.
