The City of San Carlos is seeking input from the community on how to improve access to and from US 101 via Holly Street.
The community outreach plan includes the following meetings:
- A Transportation and Circulation Commission study session was held on July 21, 2009, where a number of ideas were discussed and the community had the opportunity to provide ideas as well. There was a high level of interest and input at the meeting. Thank you!
- A special Transportation and Circulation Commission walking tour was held on August 11, 2009, at which a large group walked down Holly Street and up East San Carlos Avenue. We got a sense of existing problems and opportunities. Participants completed questionnaires, providing their input and ideas. Thank you!
- At the Transportation and Circulation Commission meeting on August 18, 2009, preliminary screening criteria were presented and input was received from the Commission and the community. Thank you!
- At the Transportation and Circulation Commission meeting on September 15, 2009, the screening criteria for the alternatives was approved. At the suggestion of a member of the community, a "Pugh Matrix" is being used as the analytic tool for comparing alternatives. The matrix lists alternatives across the top and screening criteria along the left side. Alternatives will be evaluated as to whether they are better or worse in a broad range of criteria than the current improvement program set forth in the General Plan.
- A community information meeting was held at the San Carlos Library on October 28, 2009 to informally present and discuss alternatives for improving traffic flow on Holly Street and at the US 101/Holly Street interchange to ease traffic flow and improve pedestrian/bicycle access. Four alternatives were presented for Holly Street, including the partial widening that is currently included in the General Plan, no widening, a 3-lane alternative and a 4-lane alternative. Several alternatives were also be presented for the US 101/Holly Street interchange to ease traffic flow and improve pedestrian/bicycle access.
One of the more innovative ideas presented was a center median pedestrian/bicycle path across the interchange accessed from a roundabout at the Holly/101 intersection. A sketch plan was presented for each alternative. The alternatives were compared against the baseline project, which is the set of improvements developed through the Palo Alto Medical Foundation traffic analysis. Members of the community was given the opportunity to ask questions and to provide input on the alternatives. To view the summary of public comments. Following the workshop, all of the alternatives will be compared in a screening matrix, which will be considered by the Transportation and Circulation Commission at their meeting on November 17, 2009. - Tuesday, November 17, 2009. As part of their regularly scheduled meeting, the Transportation and Circulation Commission will receive a presentation of the draft alternatives analysis. As at the October 28th community meeting, the Mark Thomas and Associates consulting team will present the sketches as well the scores of each alternative on the Pugh Matrix. The Public Works Director will recommend a short list of alternatives for further consideration and will summarize the input received at the October 28th community workshop. After receiving public comment, the Commission will be asked to provide direction on the short list of alternatives.

As part of their regularly scheduled meeting, the Transportation and Circulation Commission will consider approving the report on the Holly Street/US 101 Access Alternatives. The report will recommend that the City Council select a short list of alternatives for further consideration. - January 2010. As part of a regularly scheduled meeting, the City Council will consider approving the report on the Holly Street/101 Access Alternatives. The report will identify a short list of alternatives for further consideration. The alternatives will be studied further in a Project Study Report for the Holly Street/US 101 interchange. The City Council will also consider approving a consulting contract for the Project Study Report. Additionally, the results of the alternatives analysis will be used to identify grant funding opportunities. The report will also identify a number of short-term improvements to improve traffic flow and preserve the character of the community.
