Baseline Project: Palo Alto Medical Foundation (PAMF) Mitigations
- Concern of the effects on the adjacent San Carlos Airport
- Concern that improvements to interchange might not be necessary; requested clarification as to why improvements are needed
- Signalized intersection allows for enhanced pedestrian/bike safety
- What is lifespan of improvement? (20 year projection)
- Concern that this baseline only looks at traffic improvements and does not account for bike/pedestrian safety
- Traffic light helps with the unobstructed flow across Holly Street, but there are still pedestrian/bike safety issues associated with this improvement
- What is the change in LOS?
- Modification to the US 101 off-ramp may lead to back up on the freeway corridor
Alternative A: PAMF Mitigations + Close Southbound (SB) 101 Offramp to Holly Street
- Concern of widening on Holly Street
- Concern of added congestion on Brittan Avenue
- Request that a study be done to evaluate how many automobiles use the route for which Alternative A would require
- What is the impact on the Industrial Road/Holly Street intersection?
- Emergency access concern on southbound US 101
Alternative B: PAMF Mitigations + Close SB 101 Onramp from Holly Street
- Concern that traffic would be pushed elsewhere (BrittanAvenue/Harbor Boulevard)
- Concern that clover leaf would not present a safe option for bike/pedestrian travel
- Concern of cumulative In-N-Out Burger development, specifically related to traffic and increased pedestrian activity
- Bike/pedestrian safety should be at forefront of improvements
- Indicated a need for a pedestrian crossing at Industrial Road/Holly Street
Alternative C: PAMF Mitigations + East San Carlos Bike Boulevard
- Concern of truck traffic on East San Carlos for bike safety
- Signage and low traffic volumes would help with safety
- Close East San Carlos to Industrial Road to decrease use as major thoroughfare
- Concern that this alternative neglects to provide improvements to residents in northeast San Carlos
- Concern that existing traffic will shift to East San Carlos
- Concern that bicycle boulevards to not vastly improve bike safety
- Concern that this alternative does not address the crossing of El Camino Real
- Questioned how a bicycle boulevard would differ from existing bicycle routes
- Only focuses on one to two roadways, limited in scope
Alternative D: Optimized Use of Existing Holly Street Curb to Curb Width + Full Partial Cloverleaf Interchange
- Suggested square-off of the Holly Street/Northbound US 101 On-Ramp/Southbound US 101 Off-Ramp intersection
- Suggested shifting the traffic signal for the US 101 Northbound On-Ramp to provide better safety for bike/pedestrian crossing
- Combine improvements to Holly Street with interchange and bike/pedestrian improvements from Alternative C
- Signal timing should be included
- Lane alignment should be designed for traffic and bike/pedestrian safety issues
- Concern of queue on left turn lane on eastbound Holly Street at intersection with Industrial Road
- Concern for bike safety and intersection with new signal - helps pedestrian but not bikes
- Traffic signal at Holly Street/Industrial Road intersection needs to be improved
Alternative E: Optimized Use of Holly Street Full Right of Way + Full Partial Cloverleaf Interchange; and
Alternative F: Permanent 4-lane Holly Street + Full Partial Cloverleaf Interchange
- Concern of right-of-way acquisition on Holly Street
- Concern of marking the parking, in that traffic might not use the lane
- Concern that the 3-lane modification does not consider mid-day traffic
- Need to consider day time business perspective rather than just peak hour
Alternative G: Holly Street/East San Carlos Avenue One-Way Couplet + Full Partial Cloverleaf Interchange
- Concern that this alternative eliminates parking for businesses on East San Carlos
- Suggested including parking at utility pole cut outs on East San Carlos
- Concern that the one-way road could result in driver frustration
- Concern that this would only move traffic problem to a new roadway, such as Old County Road
- Enhances bike/pedestrian safety
- Path between Caltrain Station and the future PAMF should be available, easy, direct and safe
- Need to consider traffic increase on adjacent roadways; concern that the design will result in movement of flow elsewhere
Alternative H: Taylor Way / Terminal Way One-Way Couplet + Full Partial Cloverleaf Interchange
- Emergency access concern
- Concern of the air quality impacts associated with this alternative
- Concern that this alternative would be un-welcoming to City
- Concern of the negative impact on small businesses on Holly Street and East San Carlos
Alternative I: Holly Street/Industrial Road Roundabout + Median Island Bike Path + Existing Cloverleaf Interchange
- Questions related to bicycle access in the roundabout
- Concern of congestion with roundabout, in that traffic could back up in the roundabout
- Addresses bike/pedestrian safe crossing over US 101
- Provides attractive gateway into the City
- Decreases pollution with roundabout
- Many in favor of the roundabout alternative
- Suggested dedicated, separate right turn lanes for the roundabout configuration
- Suggested having a bike/pedestrian subway crossing under the roundabout
- In favor of center bike lane
- Suggested combining Alternative F with Alternative I
- Feelings that the roundabout will help with the outflow traffic
- Provides enhanced safety for bike/pedestrians
