Web Survey - Holly Street/US 101 Access Alternatives
The City of San Carlos had advertised for a web survey to ask for the public's input on the alternatives to improve access to and from US 101 via Holly Street. The current plan, which would cost $4.5 million, calls for a partial widening of Holly Street and some improvements to the interchange of Holly Street and US 101. Funding for the improvements would come from the City’s Redevelopment Agency and from fees imposed on future development. We have developed sketches of other alternatives that may have less impact on the neighborhood, better meet the needs of pedestrians and bicycles, and/or cost less money.
The Transportation and Circulation Commission will be considering the alternatives at their next two meetings, which will be held on November 17, 2009 and December 15, 2009. The Commission meetings start at 7:00 p.m. in the City Council Chambers at 600 Elm Street. The City Council is scheduled to consider the alternatives in January 2010.
Listed below are the alternatives presented at the October 28, 2009 Workshop meeting as part of the Community Outreach Plan: (please click on the active links below to be able to view the designs)
Baseline Project: Palo Alto Medical Foundation (PAMF) Mitigations. (685KB) This alternative was developed through the Environmental Impact Report for the PAMF project. The City’s General Plan and Traffic Impact Mitigation Fee program is based on this plan. It includes a partial widening of Holly Street and half of a “Partial Cloverleaf” conversion of the US 101/Holly Street Interchange.
Alternative F: Permanent 4-lane Holly Street + Full Partial Cloverleaf Interchange. (771KB) This alternative would provide four permanent lanes of traffic and permanent parking on Holly Street. It would require the City to purchase seven additional feet of right-of-way on each side of the street and would move the road ten feet closer to existing homes.
