Sewer Master Plan

                 Sewer Master Plan

The City of San Carlos is undertaking its first-ever Sewer Master Plan in July 2010 to determine the improvements that are needed to add capacity and keep the sewer collection system in satisfactory condition on a sustainable basis.  The plan will include flow monitoring, hydraulic modeling, identification of capacity constraints, analysis of system condition, prioritization of rehabilitation needs, and recommendation of a prioritized capital improvement program.

The Sewer Master Plan will build on earlier engineering studies and documents prepared for the sewer collection system, including:

1.  Infiltration/Inflow Study, C-REM Engineers, June 1998
2.  Smoke Testing Analysis, C-REM Engineers, January 1990
3.  Sanitary Sewer System Mathematical Model Study for Sewer Lines Downstream of Cordilleras/San Carlos Avenue, C-REM Engineers, November 1990
4.  Flow Monitoring Report (dry flows at four key manholes), V & A Consulting Engineers, April 1997
5.  Wastewater Flow Diversion Project Feasibility Study (diversion of wastewater in northwestern San Carlos that had been flowing into Belmont through
the installation of a pump station; now complete), BKF Engineers, June 2000
6. Sanitary Sewer Capacity Study (addressed several proposed future developments), Mokhtari Engineers, September 2003
7. Existing Sanitary Sewer Capacity Study for the Main Trunk of Harbor Industrial System and BKF Engineers and V & A Consulting Engineers, April 2005
8. Technical Memo No. 2, SBSA Conveyance System Master Plan Project, Design Flow Rates and Design Criteria, Winzler and Kelly, May 2009
9. Collection system database, developed in 2001
10. Maps of the satellite collection systems
11. Sanitary Sewer Overflow tracking list

The Sewer Master Plan will help the City of San Carlos to meet the terms of a consent decree with San Francisco Baykeeper.  It is expected to be complete by March 2012. Improvements recommended in the plan to eliminate capacity-related Sanitary Sewer Overflows will be completed by March 31, 2017.
