Holly Street Widening Project at Industrial Road

This project is proposed by the City as a mitigation measure for cumulative traffic impacts resulting from anticipated development.  The traffic report for the Palo Alto Medical Foundation (PAMF), which is under construction at 301 Industrial Road, recommended this widening Holly Street.  An Environmental Impact Report (EIR) and Addendum were completed for the PAMF project and certified by City of San Carlos' City Council in April and October 2007.  The EIR conluded that Holly Street at Industrial Road would be significantly impacted by the cumulative conditions of the PAMF project.  The mitigation measures for the PAMF project, which included the proposed widening of Holly Street, were found to reduce the cumulative impact on the Holly Street and Industrial Road intersection to a less than significant level.

Update...  On March 23, 2009, the City Council directed staff to seek an environmentally superior alternative to the current design for widening the Holly Street at Industrial Road over the next six months to bring the matter back to Council after the Alternative Analysis is completed.  Please refer to the Holly Street at Highway 101- Access Alternatives Study page for more information.


Details of Proposed Holly Street/101 Access Project

Holly Street was proposed to be widened at Industrial Road by approximately 10 feet (5 feet on either side of the roadway) for a distance of 205 feet, in order to increase the length of the three-lane segment on eastbound Holly Street from 115 to 320 feet. All work would be accomplished within the existing 60-foot wide public right-of-way and would require elimination of a 5-foot-wide strip of landscaping adjacent to the sidewalk in front of nine residential units, four on the north side of the street and five on the south side of the street. The improvements would also entail the relocation of the sidewalk in front of these residences within the existing public right-of-way closer to the residences, and loss of on-street parking. Existing trees would be preserved and moved back closer to the homes.

Initial Study/Mitigated Negative Declaration

In accordance with the provisions of the California Environmental Quality Act (CEQA), an Initial Study was prepared to identify any potentially significant environmental effects resulting from the project. The study found that while the project has the potential for significant impacts, incorporation of mitigation measures would reduce these impacts to a less than significant level; thus, a Mitigated Negative Declaration was prepared.

The public review and comment period for the document was from January 27, 2009 through February 17, 2009. Any comments must be received in writing by 5:00 P.M. on February 17, 2009. Comments may be sent in several ways:
