Introduction

  For many decades, urban engineers responsible for the operation of public streets have grappled with the problem
of speeding motorists.  Speed enforcement is effective on major, high volume streets but not very efficient on low volume streets.  The pressure from residents on
neighborhood streets, to curb speeds, has resulted in many unwarranted stop signs and other ineffective measures.  Fortunately, our City has been able to hold unneeded stops to a minimum.
 
About 15 years ago, cities in Europe and the
United States started using changes in street design
to effectively slow traffic on low volume residential streets.  These design changes are now called traffic calming.
