Any resident of San Carlos or a student of a San Carlos School who will be 12 to 18 years of age during the next committee term following his/her appointment will be eligible for membership on the Youth Advisory Council.
2. There shall be nine (9) members of the Youth Advisory Council ages 12 - 18 years of age. At least two members will represent the middle school age group. These members shall be appointed by the City Council from recommendations made by a nominating committee.
3. The nominating committee will consist of four members: one member from the Parks and Recreation staff, one member from the Parks and Recreation Commission who will be appointed by the Chairperson of the Commission, and two Youth Advisory Council members who are not applicants for the coming term. The nominating committee shall review the list of applicants for Youth Advisory Council positions, conduct interviews as deemed necessary, and nominate a slate of candidates for appointment.
4. The selection of nominees shall be governed by the following guidelines: a. Selection of nominees shall be made in a fair and impartial manner. b. Nominations shall be restricted to youth who express interest in representing their peers as members of the Youth Advisory Council and who are able and prepared to participate in Youth Advisory Council activities and make the required commitment of time and energy. c. Reasonable effort shall be made to assure that nominees are representative of the youth population as a whole.
5. Appointments to the Youth Advisory Council shall be made in June of each year and shall be for a term of two years. A Youth Advisory Council term will start in July and end in June. A rotation of Youth Advisory Council members shall be 4 members one year and 5 members the following year, to ensure continuity of Youth Advisory Council projects.
6. Vacancies on the Youth Advisory Council during a term shall be filled by appointment by the City Council.
