On October 26, 2009, the City Council adopted a moratorium temporarily banning new billboard structures (Ordinance 1411). On November 10, 2009 the City Council repealed the 2005 Sign Ordinance (Section 18.150 of the San Carlos Municipal Code) and adopted a new sign ordinance as an urgency ordinance taking effect immediately (Ordinance No. 1412). The urgency ordinance (Ordinance No.1414) was extended on December 14, 2009. The City Council determined such actions necessary to continue the City's practice of banning new billboards in the City, and to allow for the orderly study, review and updating of the City sign ordinance, to manage visual clutter and commercial signs, while providing for reasonable non-commercial speech.
On December 14, 2009, the City Council considered a recommendation of the Planning Commission for amendments to the San Carlos Municipal Code addressing a complete new sign regulation system. The City Council introduced an ordinance amending the San Carlos Municipal Code to add Section 12.28 to Title 12, (link to Exhibit B) amending Title 18, Section 18.150 "Signs" (link to Exhibit A)
Holly St at 101 Access Alternatives The City of San Carlos has $4.5 million for improving traffic flow into and out of the city on Holly Street. The City wants to make sure that the funding is used to best effect. The current plan calls for widening a portion of Holly Street and modifying the interchange of US 101 with Holly Street. We have developed sketches of other alternatives that may have less impact on the neighborhood, better meet the needs of pedestrians and bicycles, and/or cost less money. The study will select three or four alternatives for further consideration.
On Monday, February 9, 2009, the City Council directed staff to begin negotiations with Silverstone Communities to enter into an agreement with the City. Once the agreement is completed and approved by the City Council, Silverstone Communities will develop designs and plans to redevelop Wheeler Plaza and to partner with the City on an extensive public participation process on this site.
Wheeler Plaza is located one block west of El Camino Real, immediately southwest of the intersection of San Carlos Avenue and Laurel Street and includes a parking lot and 2 adjacent parcels - a retail building on one side, and a six-unit rental housing development on the other.
San Carlos Red Light Photo Enforcement Program - Now In Effect On October 22, 2007, the San Carlos City Council passed a resolution adopting the use of a red light photo enforcement program. The first phase of the program was implemented on October 27, 2008 with a 30 day warning period ending November 25th. Tickets are now being issued for violations.
The goal of the City of San Carlos' Photo Enforcement Program is to improve traffic safety and pedestrian safety in the City by increasing compliance with traffic regulations and by reducing traffic accidents and gridlock caused by red light violators. More...
