Preferred Qualifications

The Agency is interested in working with a development entity who is experienced in the construction of mixed use and infill development. The developer must also be versed in the provision of affordable housing, as any housing produced on the site is subject to the City’s Inclusionary Housing Ordinance and the requirements of California Redevelopment Law. The Agency also intends to work closely with current property owners, occupants, or other interested parties in the community to consider their input and ideas in the design and development of the Site.

It is the intention of the Agency to solicit Statements of Qualifications for redevelopment of the Site at this time. Following review, one or more firms may be selected to submit a more detailed proposal for the Site including concept design drawings, financial projections, and the financial terms for the purchase or lease of the land. While this RFQ describes some of the submittal components that may be required in a secondary Request for Proposals phase, separate instructions would be provided to the few firms selected to submit detailed proposals.

A tour of the site and pre-submittal meeting is scheduled for October 23rd at 9:00 am. The meeting will begin at San Carlos City Hall, 600 Elm Street, Ocnference Room 207, Second Floor. Please be prepared to walk about four blocks. Responses to this RFQ must be received no later than 4 p.m. on November 7th at Rosenow Spevacek Group, 309 W. 4th Street, Santa Ana, CA 92701. Electronic submittals will be accepted, please refer to Page 9 for further instructions.
