Winding Way Property Tax Agreement for Annexation (FFEIR)

In accordance with CEQA, a Final Focused Environmental Impact Report has been prepared for the City Council consideration of an application of the Lands of Cameron, Dobel, and Grove for the proposed Property Tax Exchange Agreement for Annexation of 3.41 acres of unincorporated San Mateo County land located on Winding Way (Assessor's Parcel Numbers 049-020-010, 049-141-660, 670, 680, and 690) to the City of San Carlos.

A Draft Focused EIR  (DFEIR) was distributed for public review and comments. Comments on the Draft FEIR were received during a 95-day public review period (July 22, 2005 – October 24, 2005) and at a public hearing on October 24, 2005.

On January 21, 2009, the City circulated a Revised and Recirculated analysis of Impact BR-3 (Dusky-Footed Woodrat) of Section 3 (Impacts to Biological Resources) of the Draft Focused Environmental Impact Report for the Winding Way Property Tax Exchange Agreement for Annexation to the City of San Carlos,” hereafter referred to as the “RDFEIR.” A RDFEIR public review period was provided, January 21, 2009 through March 6, 2009.

As permitted by the CEQA Guidelines, the City re-circulated only this analysis and the new Woodrat study and mitigation plan. Pursuant to Section 15088.5(f)(2) of the CEQA Guidelines, the City requested that persons and organizations wishing to submit written comments on the RDFEIR limit their comments to the revised portions of Section 3, Biological Resources, of the DFEIR.

In October 2008 a Final Environmental Impact Report a November 24, 2008 Errata were released, prior to the City of San Carlos decision to have prepared a RDFEIR. The October 2008 and November 2008 Errata documents included Responses to Comments on the Draft FEIR up to and including October 24, 2005, a list of comments and appropriate changes to the text of the document intended to correct, clarify, and amplify the Draft FEIR. The April 2009 Final Focused Environmental Impact Report (FFEIR) has been prepared in conformance with Section 15132 of the California Environmental Quality Act.
