Public Notice And Notice Of Availability For Review Of A Focused

Environmental Impact Report

This notice serves as a Notice of Availability for review of a Focused Environmental Impact Report. The proposed project involves adoption of a Resolution of Property Tax Exchange for the annexation of 2.62 acres of unincorporated San Mateo County land located on Winding Way (Assessor’s Parcel Numbers:

049-020-010,049-141-660, 670, 680 and 690) to the City of San Carlos and subsequent development of this land for single family residential use, as anticipated under the City of San Carlos General Plan. The subject parcels are located along Winding Way, in the Devonshire Canyon Area, adjacent to the southwestern limits of San Carlos, and within unincorporated San MateoCounty. The project site is not located on any of the lists of sites enumerated under Section 65962.5 of the Government Code.

A draft Focused Environmental Impact Report (EJR) has been prepared for this proposal as required by the California Environmental Quality Act (CEQA). As determined by the CEQA analysis, the significant impacts from the project are listed below. Mitigation measures that would reduce the level of the below impacts are provided in the subject Environmental Impact Report.

• Potential disturbance of the arcuate bush mallow, San Francisco collinsia, western leatherwood, and Franciscan onion, which are sensitive plant species;
• Potential disturbance of the San Francisco dusky footed woodrat, a federal and State species of special concern;
• Disturbance of on-site wetland and riparian habitat under one of the optional site plans under the project; and
• Potential disturbance of wildlife movement within the on-site riparian corridor under one of the optional site plans under the project.

The public review and comment period for the draft Environmental Impact Report has been extended from July 22, 2005 to September 16, 2005.

The City Council will hold a public hearing to be announced at a later time in the Council Chambers, City Hall, 600 Elm Street, San Carlos.
