This document is the Revised and Recirculated analysis of Impact BR-3 (Dusky-Footed Woodrat) of Section 3 (Impacts to Biological Resources) of the Draft Focused Environmental Impact Report for the Winding Way Property Tax Exchange Agreement for Annexation to the City of San Carlos,” hereafter referred to as the “RDFEIR.”
In July 2005, the City of San Carlos published and circulated for public comments the “Winding Way Property Tax Exchange Agreement for Annexation to the City of San Carlos, Draft Focused Environmental Impact Report” (the “DFEIR”). The purpose of the DFEIR is to evaluate the potential environmental impacts on sensitive or endangered species associated with the annexation by the City of San Carlos (City) and subsequent development by the property owners of five properties in an unincorporated area of San Mateo County (County) adjacent to the City. The properties, located on Winding Way are APN #049-020-010, 049-141-660, 049-141-680 and 049-141-690 off Chesham Avenue, totaling 3.41 acres.The properties are currently undeveloped and range in size from 16,258 square feet (sf) to 34,570 sf.
The public review period on the DFEIR began on July 22, 2005, and ended on October 24, 2005. After the close of the public review period, and before the City prepared and certified a Final Focused Environmental Impact Report for the project, significant new information emerged about San Francisco dusky-footed woodrat population on the project site.
In order to effectively evaluate the implications of this new information on the project’s potential impacts on the dusky-footed woodrat population, the City elected to revise the biological resources evaluation in Section 3 of the DFEIR to incorporate and address this new information. To complete this re-evaluation, the project applicants retained the ecological consulting firm of H.T. Harvey & Associates, who conducted additional surveys of the project site and prepared a new study and mitigation plan to address the project’s potential impacts on the local woodrat population.The revised Section 3 evaluation of Impact BR-3 is presented in Chapter 2 of the RDFEIR. The new study and mitigation plan prepared by H.T. Harvey & Associates is Appendix A of the RDFEIR.
How to use this document This document consists of two chapters and an Appendix: Chapter 1 (Introduction) reviews the purpose and contents of this document; Chapter 2 (Revisions to Section 3 of the Draft FEIR)provides new text that has been added to Section 3 of the DFEIR shown as underlined text and text that has been deleted from Section 3 of the DFEIR is shown as strikethrough text in Chapter 2 of this RDFEIR.; and Appendix A (Mitigation Plan) contains the study and mitigation plan for the Dusky Footed Woodrat prepared by H.T. Harvey & Associates.
