Zoning Forms and Applications
The Planning Division reviews both public and private development applications for conformance with City plans, ordinances, and policies related to zoning, land use, urban design, land subdivision and the California Environmental Quality Act (CEQA). The development review process includes review of preliminary plans, project evaluation for conformance with City policies and standards, and consideration of public input during meetings scheduled before the Zoning Administrator, Residential Design Review Committee, Planning Commission, and the City Council as required.
Applications for Design Review, Use Permit, Tree Removal, Grading and Dirt Haul, Variance, Business License Registration, Outdoor Dining and Retail Sales, and Subdivisions are listed below. All Planning permits require a completed application form, a fee and submittal materials. For more information on submitting an application, please visit the City of San Carlos’ Development Services Center located on the first floor of City Hall, 600 Elm Street. The Development Services Center is open Monday through Friday, excluding holidays, from 9:00 am until noon. Assistance may also be provided by contacting the Planning Division at (650) 802-4263 from 9:00 am until noon. Planning Division staff are also available by scheduling an appointment in advance.
