The City is seeking a consultant team to lead the development of a citywide General Plan amendment and associated environmental analysis that will allow existing business to continue to grow and expand and new development to take place, which together will allow for continued improvements to the City. This work will require the selected consultant to establish a comprehensive and cumulative buildout figure for the City. To complement this work, the City of San Carlos will work with its on-call economic development consultant to evaluate and prepare a market-based projection of anticipated growth the City is likely to experience over the next 7 years.
This Request for Proposals (RFP) is requesting the services of a consultant team to prepare an amendment to the 2030 General Plan that will incorporate new capacity projections for citywide commercial, office and industrial uses, and possibly additional residential growth as part of the Northeast Specific Plan. The consultant team will analyze and estimate the square footage for commercial, industrial and office development capacity citywide (plus any new residential) through 2030. The amendment may include changes to the General Plan Land Use Map and Zoning Map. The consultant team will also produce the General Plan EIR amendment that will be needed to allow for City Council adoption of the General Plan amendments with new buildout numbers. The revisions will undergo environmental review through an Environmental Impact Report (EIR), which will be prepared in compliance with CEQA requirements.
