About the Plan

On Monday, October 25, 2021 the City Council adopted Resolution 2021-107 approving the East Side Innovation District Vision Plan (Vision Plan).

The Vision Plan presents “10 Big Moves” or Planning Strategies set into place by a framework of Goals, Principles, and Action items to achieve the desired character for this area of the City.  The “10 Big Moves” are:

1. Establish Industrial Road as a Green Boulevard
2. Establish an Open Space Network
3. Promote Environmental Stewardship
4. Integrate Recycled Water Infrastructure
5. Support Distinct District Subareas
6. Prioritize Activity Hubs
7. Foster an Inclusive Business Environment
8. Invest in Multi-Modal Streets
9. Reduce Congestion Through Coordinated Transportation
10. Adopt a Shared District Parking Strategy

East Side Innovation District Vision Statement

Vision Plan Implementation
The Vision Plan is for use by anyone who wants to understand the aspirations for future transformation of the East Side Innovation District in San Carlos.  It is also for use by those proposing changes to private property, the public right-of-way and any other infrastructure or utility in the area. This includes developers, property owners, city staff and San Carlos’ decision making officials. The Vision Plan is meant to be used at the very beginning stages of project development to determine how a project can be conceptualized and programmed so that with every act of new construction or public improvement, a portion of the Vision Plan can be fulfilled.
