Our City Treasurer is elected for a term of four years and paid a monthly salary of $560. Our City Treasurer is responsible for the receipt, custody and management of funds, investment of funds and deposits of funds in accordance with the procedures set forth in Government Code Section 53630 et seq.


First elected to the position of City Treasurer in November 1987, Michael Galvin is serving his eighth consecutive four-year term. Treasurer Galvin is a Certified Public Accountant and a Certified California Municipal Treasurer.

Treasurer Galvin attended local grammar and high schools. Upon graduation from high school, he worked for the San Carlos Post Office until drafted into the U.S. Army, where he served as an infantryman in Vietnam and was awarded the Bronze Star medal.

After completing his military service, Treasurer Galvin returned to work at the San Carlos Post Office while earning a Business Administration Degree in Accounting at Golden Gate University. Upon graduation, Treasurer Galvin worked as an accountant for a public accounting firm and then the U.S. Sixth Army prior to accepting an auditing position at the California Public Utilities Commission (CPUC).

He testified as an expert witness on the results of his audits of California Public Utilities and their affiliated companies located throughout the United States and Canada. Treasurer Galvin was then promoted to an Administrative Law Judge position where he presided over public utility financial matters from January 1985 through December 2009. He currently serves as a financial consultant for the CPUC while continuing to perform his City Treasurer duties.

Treasurer Galvin’s wife, Ernestine, is a retired school teacher who has taught in San Carlos, Redwood City and East Palo Alto grammar schools.  Together they have three children, all of whom attended San Carlos public grammar schools.
